Problems with ebay

Hello,

I've bought an item and proceed a payment with paypal. On the paypal site I can see that my payment was successful.
Some hours later I got the e-mail from ebay. It says that my account is blocked.
Could you please help me to get the access to my account.
Should I provide additional details to verify me?

May be the problem is that when I registerd on ebay site in 2011 I had the address in USA, and now I live in Russian Federation and have corresponding address in Russia and another contact phone?
